The Elementary and Secondary Education Department (E&SED) has launched the School Quality Management Initiative (SQMI) to improve field-level assistance for improvement of primary education. SQMI will be implemented by you. It will require you to visit every school in your jurisdiction at least once in every SQMI cycle, to monitor the quality of teaching and learning and provide regular, timely feedback to teachers and Head-teachers.
As part of the SQMI, you will collect data on student learning outcomes, teachers’ practice, and on school leadership/supervision. You will give immediate feedback to the teachers and head teachers. The data collected by you will also be combined with the data collected by the Independent Monitoring Unit (IMU) and the Boards of Intermediate and Secondary Education (BISE) to identify the school improvement needs in accordance with a school improvement framework (SIF).
SQMI focuses on the following areas:
1. Classroom observation
This aspect looks at the teaching practices as defined in the Continuous Professional Development (CPD) programme. By using the instruments developed as part of the CPD programme, you will observe teachers’ competencies, curriculum pacing and coverage, preparedness of topics, allocation of time, involvement of students, reinforcement of topics, etc.
2. Student assessment
This aspect looks at the quality of student learning for Grade-2 on the subjects of English, Urdu and Mathematics based on the national curriculum. To generate the test, you will use the SQMI software application from your Tablet.
3. Leadership & Supervision
This aspect observes the leadership and supervision at school level to identify areas for improvement and replication of best practices.
4. Feedback
This aspect focuses on observation-based feedback to relevant teachers and Head-teachers for improvement of quality of education. You will record findings of observation and assessment in Teacher’s Reflective Diary, the school visit log register and will also share it verbally with the observed teacher and the Head-teacher. During subsequent visit to the same school, you will follow-up on the previously provided feedback.
