You are the administrator of a city must install health units to heal all the sick people of the city.
The goal is to make the player understand how the Health System - and all citizens directly or indirectly depend on this health system. The idea is to work the NHS management system.
In the early levels the player will receive more than enough resources to treat the whole population - and this will be reflected in the setting of an urbanized city with green areas, collective spaces for sports and recreational sports. During some rounds the player will be responsible for maintaining the health of this population - how to manage the health of the population? Soon the consequences of bad management planning will appear, as will lack resources. What prioritize? We should prioritize?
