The Electronic Data Collection Module is an application for mobile use, operates on Android system and Web (planning, dispatch, reception, control, validation). The system displays maps / sketches and tabular data related to the BIC (newsletter registration information) from City Hall.

Its main functions and features are:

- It has established and consolidated the topology rules that streamline data entry and minimize rework editing;
- Adopts input consistence rules;
- Has synchronization via HTTPS protocol with the Cadastral Management System to optimize the input / discharge data;
- Controls integrated camera. Images are automatically correlated with the registered entities;
- Has a local database in a format compatible with Database SQLITE, integrated with the databases used by SITGeo - Territorial Information System;
- Data collection map customizable and adapted to the BIC in use by the city, with rules that inhibit the entry / registration inconsistent data;
- Has cartographic editing tools (create / edit points, lines and polygons georeferenced with their respective attributes);
- Automatic discount to tool overhangs from the previously delimited building polygons. At the end of the eaves of editing operation, the system protects the original polygon, creating a new polygon (in particular layer) for the built taxable area.

The management system of the Collection Module has tools and functionality for planning and control:
 
- Teams / field groups;
- Team members;
- Collection areas;
- Delegated work orders for each member / team with history and report of calls / visits;
- Control of visits and return visits with geographic validation of the visit even when the resident / occupant / owner is absent;
- Qualification / quality control implemented in field service;
- Determination of the next gathering areas to be worked on and which are closest to the areas already in the process of collecting in the field by one team member / equipment.
