Updated Element Plus app for compatibility with Android 10. Compatible with all Neutrino Element Plus modules.

Note: you must manually enable location services for this app in app settings. After launching the app will pause at the splash screen. Put the app in the background, enable location services for the app in the OS settings menu, and return to the app...which will then finish loading.
